Welcome to the 11th Force Support Squadron NAF Human Resources Office at Joint Base Anacostia-Bolling! What is NAF Employment?

Non-Appropriated Fund (NAF) employment is federal employment, but it’s not the same as Civil Service. The biggest difference is how positions are funded. Civil Service employees are paid with money appropriated by Congress, while NAF employees are paid from revenue generated right here on base through activities like the Bowling Center, the Club, Food and Beverage operations, Outdoor Recreation, and more. Both are federal careers, but each system operates under its own policies and procedures.

How to Apply

→ Create an account at USAJobs.gov. Search for open positions by typing “Air Force District of Washington” in the search bar and look for positions located at Joint Base Anacostia-Bolling.

→ Upload your resume and any supporting documents. Your resume is required and must be two pages or less. Resumes that contain personally identifiable information (such as Social Security numbers or dates of birth) or photographs will not be considered. If you’re claiming a hiring preference (Military Spouse Preference, Veterans’ Priority Consideration, etc.), you’ll also need to upload the documents to back it up, such as PCS orders, marriage certificate, or DD-214. Please redact as much personally identifiable information as possible from your preference documents, keeping only what’s needed to verify eligibility, such as names, report-no-later-than dates, and assignment locations. Make sure your name is on every document and that everything is legible. Missing or incomplete documentation means your preference won’t be applied.

Military Spouse Preference

What is MSP?

  • Military Spouse Preference is a hiring benefit available to qualified military spouses seeking employment within the federal government, including Non-Appropriated Fund (NAF) and Civil Service positions. MSP gives eligible spouses a higher priority when competing for positions.

Eligibility Requirements:

  • Relocated to the area through a PCS move to the sponsor’s new permanent duty station
  • Married to the military member prior to the sponsor’s reporting date at the new duty station
  • Meets the basic qualifications for the position and is among the best qualified
  • Meets all pre-employment requirements and is immediately appointable
  • Possesses a copy of PCS orders identifying the sponsor, the reporting date, and the spouse’s name on the orders

Do I have to use my MSP to apply?

  • No. However, if you are hired for or converted to a regular part-time or regular full-time position, your MSP eligibility for this PCS move will have been used. Flexible positions are considered non-continuing, so accepting a flexible appointment does not affect your MSP eligibility.

How is MSP lost?

  • Accepting or declining a regular part-time or regular full-time position in the federal service, whether or not preference was applied
  • Refusing to participate in established recruitment procedures
  • Loss of military spouse status due to divorce, death of sponsor, or the sponsor’s retirement or separation from active duty

Other important information:

  • MSP only applies to positions within the commuting area of the sponsor’s permanent duty station
  • MSP eligibility begins 30 days before the sponsor’s reporting date at the new location
  • Spouses with less than six months remaining in the area are not eligible to use MSP

Veterans’ Priority Consideration

If you’re a veteran, thank you for your service. The NAF hiring process recognizes your sacrifice. Veterans’ Priority Consideration gives eligible veterans priority in the hiring process for NAF positions. It’s important to understand that this is different from the Veterans’ Preference system used for Civil Service (GS) positions.

How is it different from Civil Service Veterans’ Preference?

  • In the Civil Service system, eligible veterans receive preference points (5 or 10 points) that are added to their examination score, which moves them higher on the referral list. That system is governed by Title 5 of the U.S. Code and comes with formal enforcement mechanisms through the Department of Labor and the Merit Systems Protection Board.
  • NAF positions work differently. There are no points. Instead, Veterans’ Priority Consideration is part of an order of precedence established by DoDI 1400.25, Volume 1403. Eligible veterans receive priority consideration during the hiring process, but it does not override higher-priority categories such as Military Spouse Preference or Reemployment Priority List placement. Veterans’ Priority Consideration also does not apply to in-service placement actions such as promotions or reassignments.

What do I need to claim Veterans’ Priority Consideration?

  • You will need to upload a long-form copy of your DD-214 (Member 4 copy or Service 2 copy) that shows your character of service. The Member 1 copy (short form) will not be accepted because it does not contain discharge information. As with all preference documents, please redact personally identifiable information as much as possible, keeping only what’s needed to verify eligibility, such as your name, dates of service, and character of service. If you’ve lost your Member 4 copy, you can request a Service 2 copy from the National Personnel Records Center at archives.gov.

Bottom line: Veterans’ Priority Consideration won’t guarantee you the job, but it does ensure that your service is recognized and factored into the hiring process. If you have questions about your eligibility, reach out to our office and we’ll walk you through it.
