What Is Family Child Care?

Family Child Care (FCC) provides a small group setting in a home environment at Joint Base Anacostia-Bolling. It is a great choice for families who prefer a family style setting over a child care center for their child care needs. It is also a great option for children with difficulty functioning in large groups or with special needs.

FCC providers are the only on-base option for child care during the evening, night, and weekend hours. It is a vitally important part of the community for parents who do shift work on base.

There is a group size limit of six children, ranging in age from two weeks through twelve years (or older for children with special needs). The providers own children under age eight are included in this limit. Providers can only have two children under two years of age at a time.

Unlicensed Child Care

AFI 34-144 requires individuals in family housing (military or privatized) who provide child care in their home for more that 10 child care hours per week to be a licensed provider. A child care hour is the number of hours times the number of children in care.

If unlicensed child care continues, the Base Commander can revoke your privilege of living in base housing.

If you need FCC services ensure the provider is licensed. Each approved home will have a license hanging in the home and a sign on the outside of the home.

FCC Programs Offered

Pre-Deployed Child Care (PDCC)

Allows Active Duty, National Guard, and Reserve members assigned to an Air Force or Joint Base Air Force led installation to receive up to 16 hours (must be used prior to deployment) of care per child for children ages 12 and under. Duty must be in support of contingency operations for more than 30 days. Parents must complete the AF FCC ECC Registration and supply a copy of the orders to the FCC Office.

Deployment Child Care (DCC)

Allows Active Duty, National Guard, and Reserve members assigned to an Air Force or Joint Base Air Force led installation to receive up to 16 hours (must be used during deployment) of care per child for children ages 12 and under. Duty must be in support of contingency operations for more than 30 days. Parents must complete the AF FCC ECC Registration and supply a copy of the order to the FCC Office.

Subsidy CareThe AF FCC Subsidy program is meant to help with the cost Of child care within FCC homes when the Child Development Center/School Age Program is full. Families must have an active request for care in all CDC/DA Programs, complete Subsidy Registration and submit for subsidy approval; if approved families Total Family Income (TFI) will be calculated and placed in one of nine subsidized categories.

Extended Duty CareThe EDC program assists parents who have to work extra duty outside of Child Development and School Age Program operating hours. Once reservation and supervisor verification forms are received, a provider is located and child care is provided free of charge to the parent. Parents must complete the AF FCC ECC Registration and submit it to the FCC office.

Returning Home Care (RHC)The RHC program offers 16 hours of free care per child to military members returning home from a deployment. Members must be deployed 30 days or more in support of contingency operations. Parents must complete the AF FCC ECC Registration and supply a copy of the orders to the FCC Office.

PCS Care & Volunteer CareFamilies PCSing in or out of Joint Base Anacostia-Bolling, are eligible to receive up to 20 free hours of child care per child in our FCC homes. Simply bring a copy of your PCS orders to the Airmen and Family Readiness Center to get your certificate. The AFRC also sponsors free child care for volunteers.

Medical CareExperiencing a medical emergency for a family member. Parents must complete the AF FCC ECC Registration and submitted to the FCC office for approval.

Wounded Warrior CareWounded Warrior members that need hourly child care to attend appointments. Parents must complete the AF FCC ECC Registration and submitted to the FCC office for approval.

Child Care for Fallen WarriorsFamily members who have fallen military members and need hourly child care for appointments. Parents must complete the AF FCC ECC Registration and submitted to the FCC office for approval.

Steps to Becoming a licensed FCC Provider

  • Complete FCC Application Form, DD Form 2981,and Conviction Statement Form
  • Complete 24 hour Training which will include Fire Training, Safety Training, Health Training, USDA, Business Practices
  • Inspections to ensure all standards are up to AF standards. (FCC Coordinator will visit monthly unannounced to ensure homes are in compliance)
  • Recommended to FCC panel for approval
  • MSG Commander signs license
